Many thanks to both Toivo and Per - the help, and just knowing I had someone to ask questions of was superb.
So, in summary - my hosting company appear to have removed the ability to have an SSL connection between the Joomla instance and the DB. This MUST have changed, as Joomla admin won't allow you to set encryption on when the database server doesn't support it.
I will pass this on to the hosting company and ask them to resolve the session path permissions issue.
