As for recommended hosts, I currently use Scala Hosting (VPS) (moved from another host, same situation, they were not in a hurry to introduce MySQL 8 or MariaDB 10.4+).
As with my example Scala use MariaDB and you can easily transfer/copy a site to Scala with Akeeba Backup/Kickstart, or, through phpMyAdmin, export the database from HostGator and import it into a new database on Scala, or whatever new host you choose (if that is where you're heading). Additionally, they offer the full range of PHP versions including the 7.x series and 8.x series.
